Articulation of public policy to euthanasia

In my diploma work I focused on the problems of euthanasia and its potential legalization in the Czech Republic from the point of view of public policy. Aim of the diploma work was to uncover key events and key actors commenting on the problems of euthanasia and its potential legalization. In my work I make use of the theories of The Advocacy Coalition Framework and The Agenda-Setting Theory and seek to identify basic value stands and major arguments of individual actors. Based on detailed analysis of key actors and key events I intend to proceed to an evaluation of the situation existing in the field of the legalization of euthanasia in the Czech Republic and to make an attempt to anticipate the future developmentand issues concerning potential passing of the law on euthanasia.
Self-awareness and its Development through Public Policy as a Factor in Choice of Upper Secondary School Programme

In recent years, the topic of people's employability on the labour market has become increasingly important in the context of its dynamic transformation due to globalisation and technological progress. The way to prepare young people in education and the adult population for these changes is the subject of career guidance worldwide. Surprisingly, this topic is currently not very resonating among the actors in the Czech Republic and is not considered as a priority of educational policy, even though it is a major focus of European educational strategies. The objective of this dissertation is to gain insight into the beliefs held by the actors in the Czech educational system regarding the topics addressed by career guidance. The dissertation uses data from the 2019 Delphi survey among the actors in education and applies a phenomenographic approach for its secondary analysis. Based on The Advocacy Coalition Framework, this thesis also aims to discover if it is possible to identify certain opinion groups among these actors. The result of this research offers a map of actors' perceptions on this issue. Implamentation of graduation examination in mathematic from the viewpoint of education policy actors.

The bachelor thesis is focused on the implementation of a compulsory math exam in mathematics at secondary schools in the Czech republic. The thesis describes the implementation of compulsory math examinations in mathematics as a educational policy instrument. The creators and recipients of this decision are revealed through the analysis of actors. The research is focused on the perspective of the head masters and mathematics teachers. This work describes the anchoring of head masters and teachers in the educational policy in the Czech Republic. Using semi-structured interviews the thesis discovers the beliefs and analyzes the perceptions and disagreements between actors. The research is based on the questioning of actors from different types of secondary schools.

The effectiveness of development cooperation is currently widely discussed. Development cooperation has come to be criticized, both in terms of its appropriateness and for failing to address some of the global challenges that affect poorer nations. Respecting the differences of developing countries, therefore, plays an important role. It is a question of whether developed countries are aware of cultural and other differences and are proceeding in their help concerning these differences. The problem that the thesis wants to draw attention to is the functionality of development cooperation, which can be influenced by various actors and their beliefs. The main goal is to try to explain, using the theory named Advocacy Coalition Framework, how the beliefs of actors can affect development cooperation. One of the other partial goals is to find out whether and how advocacy coalitions are formed in the field of development cooperation. Analysis of the Position of the Czech Republic Concerning the Revision of Posted Workers Directive 1996/71/EC

This thesis focuses on the position of the Czech Republic towards the proposal of the revision of the Posting of Workers Directive, which was introduced by the European Commission in March 2016. Although the Czech Republic's statement was negative in March 2016, the Czech position supported the proposal during final voting in the Council in June 2018. The thesis aims at identifying causes of the position change using the Advocacy Coalition Framework and at confirming the main proposition, that change of the position may be explained by an existence of advocacy coalitions which tried to enforce their beliefs. The thesis concludes that the main proposition may be confirmed only partially. Although the existence of two advocacy coalitions with opposing beliefs was identified, it is not possible to claim absolutely that this is the true reason of the change. Two hypothesis were defined. First one is based on existence of the external sources whose presesnce was confirmed, as well as their dominant influence on the change. Therefore, this hypothesis was confirmed. The second hypothesis was disproved. Policy of Inclusive Education: Result of Advocacy Coaltitions?

The topic of this diploma thesis is the development of the policy of inclusive education in the Czech Republic from the 1990s to 2018. Its objective is to describe this development and at least partially clarify the reasons for the controversy created by this policy and the increase in the public interest about this topic after the amendment of the education law in 2015. Using the process tracing method, it is testing if these reasons can be described by the theory of the advocacy coalition framework. The work finds out that considering the set hypotheses the explanation using this theory cannot be disproved. During this testing, main actors are identified and divided into advocacy coalitions. Therefore, an overview of the theory of advocacy coalition framework is included in this work, set in the context of the inclusive education policy, together with a quantitative media analysis looking at the number of relevant articles in the three most-read newspapers, a description of the interviews with the involved actors and an extensive qualitative analysis of available resources. In the last part of this work, there is an attempt to suggest measures that could at least partially calm down the discussion about the current inclusive education policy. Attitudes of the Czech Political Parties with Respect to Public Job

1 Due to the high public expenses connected with the classic welfare and other reasons, the European countries including the Czech Republic adopted certain measures falling within the workfare concept. One of them is the public service, which is construed as a help activity in favour of a municipality consisting in publicly beneficial services. The public service rule was enacted into Czech law in 2008 and has undergone several changes since that time. These changes resulted in the current legislation which became effective on 1 February 2017. According to the Advocacy Coalition Framework, it is possible within a policy subsystem to identify certain beliefs of the policy actors and their advocacy coalitions. This bachelor thesis aims to identify the beliefs of the political parties within the policy subsystem of public service in the Czech Republic with the focus on the policy core beliefs and to determine their advocacy coalitions in this subsystem.

Marihuana: drug or medicine?

Diploma thesis "Marihuana: drug or medicine?" deals with recent change of a medicine law and with process enabling treatment by marihuana. It identifies stakeholders and advocacy coalitions involved in the law and public policy enforcement and explains what is the motivation for these coalitions and on which values is the motivation based. Using event analysis this thesis shows timeline of events moving towards the change of the law and reveals the stakeholders who are significant for the change. Their public speeches are analyzed and stakeholders are divided into advocacy coalitions on the basis of the analysis. The conclusion of the qualitative content analysis is verified by half structured interviews with stakeholders representing the coalitions. Three coalitions were identified in cannabis subsystem. First of them is liberal and tries to get the legalization trough, the second one tries to enable a treatment by marihuana for patients and the third coalition is skeptic to cannabis treatment. The thesis explains a participation of these coalitions on the change and their relations to each other.
